I think I just realized why they reduced the drop rates of these particular vac pets

I was watching a streamer open some packs on heroic, and noticed the description explicitly states "Channeling the power of moonlight, Lil Frieren: Beyond Journey's End pets can collect items across a larger area than most other pets"

I'm like 99.69% sure this is the extended area that interactive has. I actually never thought they'd simply powercreep vac pets, I thought if the system was to come to heroic, it'd apply to all vac pets, simultaneously. Guess not
