Would a reasonable/good lawyer tell their client...

My situation is:

Please bare with me. I have some communication issues after being a very good and descriptive writer for many years.

There is no doubt that I need to have a civil lawyer in this case. But my problem is I have not gone to the police chief for a complaint. But the police do not always do a great internal investigation. From my experience so far, a complaint results in a lot of unjust action from the police department unto us citizens.

This is a case where we need to press charges on an individual and hold police accountable.

Would you tell a client in a similar position to file the complaint or not? I'm not sure if waiting to decide is hurting me or not.
