An update on my noisy neighbour I am fuming

Arun District Council is an effing joke.

after we put another complaint into an environmental health a different team we've got the same woman who we had twice now keeps defending him she's now gone back on what she said originally she's now saying he pretty much allowed to do what he wants we can't bang how would she know we're doing that unless she's talking to him first and she now saying he can have whoever and how many people staying with him even though last time we spoke to her she said he's not allowed anyone staying in with him because that's against his tenancy agreement.

Even after he threatened a mentally ill disabled person who's on a special list that makes him a priority he has not being given a warning he should have got a written warning at its part of the antisocial zero tolerance and his tenancy agreement.

This woman now saying we have to allow him to play his music loud so loud everyone outside can hear it and all we can do is write it down even though last time we did that she was not interested she didn't care about it she wouldn't even allow any of us to speak on the phone she just talk over everybody.

And he downstairs every time we're speaking he turns it down to have a listen so he's not his deaf as he makes out he is. also you can get headphone for deaf people it's like living above a nightclub and this is a quiet area.

I am so pissed off and I'm so fuming like again he can do what he wants and we've been here for over 20 years never cause a problem never made a complaint and we're in the wrong again no wonder why no one ever report anything because they're happy to take our money but don't want to deal with a complaint we have I'm so fuming because we can't live like this any longer is effecting my mental health and the person here with severe mental health problems it has a full-time carer and many other health issues it's not fair how one person can cause all this stress

We are all just so frustrated and tired and just done in by this whole situation we've never been in a situation like this before and we never really believed how bad the council are in situation like this and this one Council lady keeps defending him she keeps getting his complaints we even went to a different team and she still picked up the complaint somehow and he's been so quiet all day 10 minutes after she called and put the phone down he's music went up really loud I mean I'm finding that really suspicious.

Is there any other team or anything we could go higher than the council because she just doesn't seem to help she putting much says he can do what he wants she's backtracking and on what she originally said to us now.

Sorry for the really long message and a few spelling mistakes I do have severe learning difficulties just needs to get all this off my chest any help or advice would be appreciated because she's offering none again and backtracking on everything she originally said, any help or advice would be really appreciated we're just so lost and tired by this whole situation again really sorry for the long message just need to get off my chest.
