Feels like hitting rev limiter very early.

I don't know if it's a fuel issue. It doesn't seem like normal bogging it's more like hitting the rev limiter. I shift and can keep going. It happens just after half throttle in 3d gear. But I can make it happen in any gear If it revs enough. It can't be the rev limiter I would have noticed this before. When I pull onto the street and get into 3rd I can only use about half of 3rd gear. I have to shift early to keep going. I added some seafoam but I feel like it's not a fuel issue. Has anyone experienced this. I have a new air filter and a clean plug. I'm going to check the air filter and make sure it's properly sealed. Will also try running with no air filter and see if it makes a difference. Removing the fuel cap made no difference.
