Prospective Master's Student From Pakistan

I will be applying to Malaysian universities this year for Master's 2027 intake. For context, I am doing BS Sociology (7th semester) with current CGPA of 3.72/4.0.

I want to ask the following questions:

1. I have heard that you have to apply to universities first and then for the scholarship. I want the fully funded scholarship so what's the best option for that?

2. My degree is in social sciences, so which university would you recommend for doing Sociology or related subjects?

3. Should I apply for government scholarships or are there university scholarships too?

4. Is IELTS necessary or can I just apply with English Proficiency Certificate?

5. When do admissions in Malaysian universities generally start?
