Why is Business Registration and Compliance so expensive in Tanzania?

Nimejibana I have a little capital want to start a business. There's an idea I have, I want to design it and order it from Alibaba. Why is it like this? In a country that's already as poor as it is, why weka such vikwazo for people to generate revenue kwa kula the little capital they have?

Is it kudiscourage watu kufanya biashara to keep the masses poor? Or is it to effectively milk the middle class? Is it a lack of awareness kwamba this is holding back potential entrepreneurs?

It's just disappointing.
