Covenant massacre. One quick raid and everyone important is dead

So this is a new one for me. Recently started a new Survival run, I’m level 12. Finished the quest to get Covenant as a settlement. Head over to Taffington Boat house. Kill the blood bugs, get that as a settlement, scavenge, build a little, decide to head back to Covenant. Halfway back I get the “defend your settlement” alert for Covenant. About two seconds later Ove failed that quest. I get there and there’s dead gunners everywhere. The turrets are blown to bits, Penny is dead, Deezer is dead, the old ma is dead, medic is dead. There are four total people left and it appears to be only Bryan and a few unnamed Settlers.

Are any of the dead inhabitants going to respawn or have I lost Penny and the doctor for good? Not sure how I’ll recover this one lol
