How can Financial institutions drag out transfer out requests for multiple weeks/months and keep getting away with it?

It's been over a month since I attempted to transfer out of my National Bank Investments account... the phone line says they are experiencing significant delays and just hangs up on me.

Does there need to be a massive class action lawsuit against one of these firms to get them to finally process a transfer out within a reasonable time?

Why can they not be on the hook for the missed gains I would have had by my repositioning.
