Can a School Require Blood Donation?

LawPH

Can a school require blood donation for graduation clearance or NSTP? Is there a CHED/NSTP rule allowing this? If not, how can we formally question it?

My sibling is graduating, and blood donation is required for their graduation clearance. Another sibling is also required to donate blood for NSTP.

Apparently, matagal na raw ginagawa ng school.

Gets naman namin the intention to help, but our concern is that it’s being treated as an academic requirement rather than a voluntary blood donation drive. Both siblings are also low blood.

We asked if there’s an alternative for students who can’t or don’t want to donate. Sabi ng school head, wala. For NSTP, if ayaw talaga, no alternative and no grade for that activity.

More concerning, students who can’t donate are apparently asked if they have friends or relatives who can donate in their name.

We already called the school to clarify. They maintained that this is their requirement, but they couldn’t provide any memorandum, written policy, or specific regulation when we asked for the basis.

When we ask about the written basis or alternatives, the topic seems to get diverted.

We’re not against blood donation. We just want to know if this can legally be required for graduation/NSTP, and what our proper next step should be.
