Does a degree from an HBO University qualify for masters programs in the US?

I was looking at different programs in social work in the Netherlands and I saw the International Social Work programme at the HAN and I was just wondering if that would qualify me for a masters in social work in the US. The master programme is at Rutgers as they state that any person with an official accredited bachelors degree can apply but I am not sure if an HBO degree is equivalent to an American bachelors or a WO degree on the international level. Any insight into this would be much appreciated:)
