How can I fix extreme motion blur?

Hey all, I won’t be posting a picture since it is people from my school and I don’t want to dox myself or them or both but my pictures have severe motion blur especially towards the top so the band people towards the bottom of the bleachers are clearer than the ones at the top but still blurry. There are streaks of light everywhere and I want to deblur and edit as much as I can. Preferably with a free tool and I really really really don’t want to use AI so none of that, IMO the best way I can fix is to focus on the drum line at the front and the rest of the band can be blurred into the background and make the blur as part of the shot, I took about 20 pics and plan to salvage 4-6. Worst case? I can do a before and after, show why you should well hire me (if it even comes to that) for my editing skills if I even discover I have any. Best case I have some great pics to showcase. I already tried using Pixlr but it’s kinda hard for web since I can’t get it on my school iPad and my laptop is getting fixed, free Photoshop couldn’t fix it much, I know ChatGPT would well do the job but again I don’t like AI and I don’t want the audience to look like they’re about to eat the whole building. thanks yall
