Is it normal or right to feel this way?

Hello, sometimes it floods in some areas in our country. Leptospirosis is a major health risk but when I see a video of a rat stuck in a slightly elevated corner trying to save itself from the flood, I still feel sorry for it. I don’t know if it’s right to feel sorry for the rat. Same goes for any other animals considered as pest like house rats. How should we handle them?
