(1.21.1 NeoForge) mod that lets non-OP players use specific commands freely?

Like if I want anyone to be able to toggle downpour, enable/disable phantoms, or locate structures, but I don't want them going into creative or changing the difficulty.

Is there a mod that'd let me set a list of specific commands that anyone can use freely?
