Water seeping up through basement floor/cove joint after heavy rain

Hey everyone, looking for some guidance on where this moisture might be coming from and how best to tackle it.

I’m noticing wet spots showing up directly on the basement floor a couple of inches away from the wall, as well as dampness along the wall-to-floor cove joint after heavy rain. These 2 spots are very near by.

This corner is next to a downspout. Also my neighbor’s downspout is also near by. Is that the reason?
