Chlorine taste won't go away no matter what water filter I use

I have a fridge filter, brita, and a faucet mount but chlorine is still there especially in the morning and hot water is even worse, showering feels like bathing in a pool, I'm starting to think the only fix is something at the main line before the water reaches any fixture

Is that what people do in this case, I'm looking for recommendations, let me know please
