Has anyone completed a fee-free or low-fee Tafe course that lead to employment without further studies?

Asking for a friend.

She can do the no/low fee courses to get a certificate (even a diploma), but can't afford tertiary education to get a degree.

The closest Tafe to her is North Metro Tafe in Northbridge.

Thanks in advance.
