Smurf or cheater?

I'm new to the game, so I'm pretty low elo (silver). It is hard for me to tell if someone is smurfing or cheating. The Ashe on the enemy team (Slumpfly) hit some pretty crazy shots, and it felt like we stood no chance. I know console has some aim assist but I really felt like I saw aimbotting. Any thoughts?
