Questions about if this is normal

I (24f) don't know what's normal in the dating phase. I reconnected with a ex (24m) of mine from a couple years ago, we decided to talk and see how things go. We are currently a good amount of hours drive from one another so it's long distance. We talked about seeing each other but it's been a month and there's no plan to actually see one another. He told me up front he has poor communication skills and is hardly on his phone (I told him in order for me to know if he's even interested he has to communication and he was doing good texting me) yesterday he called me after work and told me he doesn't think he can communicate with me the way I need it because he feels like he is doing a poor job and stressing a lot over it. He asked me if we can dial down the texting and call one another instead. I agrees but today i now feel like thats not fair. Am i wrong for feeling that? I sent him some photos and he is taking a long time to reply. So i dont know if i gave him permission to not put me as a priority.

I had asked him if there was boundaries and he said he would expext me not to talk to other men and i said ok, should I have not done that? I dont want to waste my time with someone who doesnt value me, does this sound like the case?

Additional info: he is in the military, it plays a role in things. He can't have his phone at work because of his job, but is a one or 2 hour phone call a day enough communication? Or am I being over bearing. Please hit me with the cold hard truth!
