No overseas buyers and no Feedback

Hi,

I have rarely used ebay, the last time was over 5 years ago.

I put up a mobile phone to sale, with Buy it Now. Unfortunately, all bids seems to be from a few different users from Zambia and with absolutely zero feedback. I managed to block a few of them. but just seen that another Zambian user with Zero feedback has bid the amount and 'won'. Coincidence..

I checked the options to not post overseas but I think where I failed is that it was listed with ebay UK with eBay International Shipping ? You also dont seem to block those with Zero Feedback

What are my options, I'm obviously not going to send my phone to that user. How get out of this mess, relist and ensure that no users overseas nor those with zero or poor feedback can not bid ?
