Help re: HEA assessment

I hope this doesn't come across stupid, we had HEA assessment and the scope of works inc external insulation,attic i solution new windows and door internal stabbing, air to water with heat recovery system .... this is ok as we expected. We also were made aware full replumb and rewire. We had the seai approved contractor call and they dont do rewire.... in the meetings so far and in preliminary quotation from seai superhomes it is quoted a PC amount for full rewire and was also said no other contractor could be onsite as may compromise the integrity of the home energy upgrade work.

So .... how does that work if an electrician can't be there when slabs are ripped out to remove and replace wiring? And why 9 months later are they only telling us when its included in scope of works required to reach goals they have specified. And yes we need to go with contractor both work full time with no experience in this.
