[Japanese > English] lyrics in a song

Recently found this song and have not been able to work out the bit of Japanese at the start of the track (around 0:17 on YouTube).

I think the 2nd bit of the Japanese is "Seishin tekin" but the first part has me stumped and I'm not sure if the two bits even make sense when put together. If anyone could help me that would be great :)
