How does zombie spawning work for basements?

Title.

Lost a character to a zed spawning right on top of me when moving through the threshold into the basement. No sound from outside. Even broke down the door to get into the basement, but the zed didn't come out (pinpoint hearing too).

I assume it spawns the moment you go from outside to basement?
