Enhanced vision modes, and how to beat them

I'm planning a fight scene inside a half-finished building. The protagonist is caught off guard by a much-better prepared enemy, and has to make do. I'm thinking of giving the antagonist goggles that can see in different spectrums. It's a sci-fi story, so I have some leeway, but I still want to know what the actual rules are before I consider breaking them.

At a normal construction site, what could a person do to counter various enhanced vision modes? Would activating a sprinkler system, or exploding a pile of cement bags to create a cloud do something?
