Delayed damage when using MMR

Hei guys, recently I experienced something annoyed when using MMR, whenever I start to shoot enemies,they got like immune like 3 bullets wasted. I think maybe it's my PING that high that makes me lagging or something like that but it's not!

I come to conclusions that whenever you shoot the enemies that are move from cover to cover they get IMMUNE.is this new features in this season?I mean it's a f annoying tbh especially when you shot with MMR. I was doing retaliation of outcasts last night boy oh boy those Rusher is f immune when they running towards you!!Not to mention the NIGHT TIME IS AN A-hole like F Darkness!!
