Using FTB Quests To Limit Ore Mining

There are some ores in a modpack I'm starting soon that's meant to be late game but gets made accessible by some of the other content in the pack, and I remember seeing a server I played in the past lock the ability to mine that ore behind quest progression, so I was wondering if anyone could tell me how to do that?
