Structured toddler classes vs. Free play for 20 months old

Is it normal that our 20 months baby isn’t following most of the rules in structured classes? I’ve brought him to toddler dance classes, football classes, but every time I end up being exhausted from him running around not showing much interest to anything the coaches are talking about, or not following any instructions. we also speak a different language at home, not sure if all this is normal and u should just bring him to free play groups or parks instead of these structured classes?
