What time can construction begin in a residential area?

Neighbours are getting some extensive outdoor work done, commencing this morning.

They have one boy tearing up their back garden with a digger which beeps like fuck the whole time it's moving and another boy in the front garden with an electric hand saw cutting up wood.

I don't know what time they started but they were already going when I woke up, or rather when they woke me up, at around 7:40.

Surely this is not an acceptable time to start work in a residential area. Especially on a weekend? But I can't find any info on what the rules are, would appreciate if anyone can advise.
