Vapor Barrier

I wanted to come to the experts cause I don’t know jack diddly squat. I am a home owner that had flooring installed here in MN it was an insurance situation so my home insurance covered the replacement, I live in a townhome and I’m a middle unit.

Anyway, we have a concrete slab, and the installers put down vinyl planks.

After this installation we experienced buckling at the seems of the planks, later confirmed there is no vapor barrier underneath these planks, when a desk chair matt trapped water underneath it, and it all just clicked as to what was going on finally.

I cannot find any code that requires they put one down, but the manufactures of the flooring require it, as well as I’m aware theirs testing they could have done to see how our slab is. Anyway Just curious if I am SOL or if this company done fucked up cause it seems like it would just be good practice anyway to put the barrier down regardless with the type of flooring but so far the response is “nah we weren’t required.”
