Dude is loud as hell

I've lived in my complex for like 3 years. For the most part it is quiet and the residents are respectful. There's a dude who moved in earlier this year (like probably march?) But he has friends that show up randomly and he'll routinely talk to them from his balcolny loudly. Like on the 4th he had buddies show up and start setting off firecrackers in the parking lot, and a lound party that went until 1am another time.

Tonight, he was talking to some guys in the parking lot yelling from his balcony at 11pm. Seemed like a mild argument? Idk but it went on for about 20 minutes until I poked my head out and asked him nicely to please stop yelling off his balcony. He turns to me and says "close your windows :)" which is a good point but my hvac is routinely going between working and not working so I have ac units taped into my windows so I can't (the HVAC is something ive been battling my management about for a while). My point is, if it is 11pm at night you shouldn't be yelling off your balcony to some guys. So I responded saying "they are as closed as they get, can't you go to meet them down there to talk or call eachother?" He says "no, close your windows more, go back inside and close your door :)"

Now I'm not typically confrontational usually stuff doesn't bother me much but this is a routine thing for the guy and idk if he realizes people exist outside of himself. I feel usually once it hits about 9pm you should keep the noises low as a general respect thing but whatever. I just needed to complain 😂 I got reallll irritated after that. I feel like if I were a man he wouldn't of been so condescending.

I've seen the guy in the halls before and he's seemed nice but he could of been irritated I was poking my head into his business but to be fair his business was being broadcasted to the whole complex atp.
