How do I host Go Battle League matches?

Every match I play comes down to both of our charge attacks charge at the same time but theirs takes priority. Every time. Not like, 50/50 or even 9 out of 10 times. Every match every time. I have seen 1 person in the last 20 matches tanking and everyone else is running dual move, meta mons with priority on charge attacks.
