Where can I get cheap CPU??

I have a laptop and a monitor for dual screen, now want to turn that monitor into a basic PC for home.

Will mostly use it for browsing , watching movies etc , no gaming, should be able to handle multiple browser tabs and windows tho

Also should I go for second hand or new ?
