How to travel from Italy with food souvenirs ?

I will be returning to the United States from an Italian vacation this coming week. I have researched and read the restrictions regarding food products allowed to return home with/needing to be declared. My question is, do these items need to be packaged and taken in your carry on luggage for inspection? When traveling domestically I have had hot sauces/oils taken at security.
