I have a strange special interest issue and not sure how to get over it

I LOVE planning characters, settings like countries and businesses within the country, and drawing characters and maps etc. but when it comes to writing actual novels, like the story part, I get bored and my novel goes all over the place even if I tried outlining. Is it strange to like world building/character building but not the story writing part? Everyone says I will write a good novel but I can't get to the novel writing part. I can finish songs and love making character profiles and world building but can't get it into an actual story. I feel like a fail for my characters.
