Cargo E bike description

Hi everyone, I’m looking to purchase a 1000 W cargo E bike as per acquired by law that E bike must be fitted with a cargo system. I’m a little bit confused as to what is the proper cargo bike description/classification.

The government website says it needs to be a trike or have a storage box in the middle of the frame. Can someone please help me understand this classification? Wouldn’t a normal E bike with a cargo system and a motor under 1000 W be within the law? Would I be able to safely ride a taubik recon or letrigo Koda without ever getting pulled over? At least until the cargo E bike program is over? I need an E bike to commute to and from work. I just don’t want to get pulled over for no reason.
