Long range passive on basic attacks?

Does the long range passive work on basic attacks? Assuming my weapon has 8m or more range, of course.

If not regular basic attacks, does it affect Twin Storm?

I can't seem to find a quick definitive answer on this. :l

As a side question; LRD affects basic attacks when attacking at 8m or farther, right? Just checking if I understand things correctly.
