Scripting rude people don't exist in my DR?

I don't want rude, hostile, or unfriendly people to exist in my DR, but I'm not sure if it's possible to get rid of them since everyone technically has free will to act whatever way they want. What should I do to fix this problem (while keeping free will)? Any advice would be appreciated. Thanks!
