Can I still send a cold email?

I want to get in contact with a professor who has this message on his website:
(If you are inquiring if I am interested in advising additional PhD students in the next application cycle, the answer is an enthusiastic “Yes!” Please do not send me materials directly — too often this sends a negative signal about an applicant’s fit for our program.)
I won’t attach a CV or anything else but can I still send a brief message saying I’m looking forward to applying to the university and maybe a brief sentence about my research?
