Was Ceasar's Dad a bad man?

Ceasar's dad was Overlord and leader of the original Calydon. Calydon is indicated to have a horrendously bloody past with sub groups like sweepers wreaking absolutely havoc on the Outer Ring and Outer Ringers trembling at the mere mention of the Red Scarf of Calydon. Logically speaking that would make Ceasar's dad an evil tyrant.

And also, wouldn't the Sons of Calydon still face a lot of mistrust by virtue of their name and the familial ties of their leader. Ceasar has proven herself as a capable leader and good person but considering that the rule of Calydon only ended like 2 decades before wouldn't people still be scarred by the mere mention of the name "King"?

Also how much would Ceasar know about the truly horrible things that happened under her father's watch?
