Is this considered cheating?

This section of the Terms of Service (https://niantic.helpshift.com/hc/en/6-pokemon-go/faq/525-violating-the-terms-of-service/) states that you may not use unofficial software. Does this also include tools you create yourself for personal use?
For context, I am trying to build a personal overlay app (similar to PokéGenie or CalcyIV). It would use OCR to read screenshots of my screen and display the best movesets for DPS. The app will not inject any code, log into my account, or communicate with Niantic's servers in any way. Would using an app that strictly relies on visual screenshots still be considered a violation?
