Manhunters do not welcome death

One discrepancy in episode 5 that I think is intentional is that manhunters do not welcome death. Antaan says something along those lines as proof that Macon was not the manhunter. Yet Zoe seems to stand there for a good 2 seconds staring at John even though she knew John was going to shoot her. That has to be intentional. Is Zoe protecting Noah by sacrificing her own life so that John and Hal leave? Thoughts?
