How does the police wagon work?

I feel kind of stupid because I truly just don’t understand how it works. There’s games where we get the badge completely filled and yet the police wagon never gets called in, and then there’s games where only like 1 1/2 badges are filled and it gets called. Am I missing something? Is it bugged? Any advice would help!
