Did Lucas actually bring all that much chaos to Banshee?

First time watching this show and everyone keeps telling Hood that crazy shit didn’t happen in the town until he got there. But he wasn’t responsible for the grocery store robbery gone wrong or the bikers coming to town. Rabbit and them coming could be blamed on him for sure but that’s about it. Kai’s crazy ass was always pulling some sorta shit long before Hood came to town. Thank you for your time.
