Was Tony a made guy?

My question is, was Tony made? I know he was a captain, then acting boss, then boss, had made guys kicking up to him, ordered hits and represented New Jersey in sit-downs with New York, but was it ever actually said is he more than an associate etc?

I thought that to be a made guy and officially join the crew you had to whack a person as part of the process to prove loyalty and trust (please correct me if im wrong with this), but he only kills his first person on screen in season 1 I believe? We also never actually see his making ceremony.

If he was so trusted by Junior and was basically running the entire North Jersey mob I feel he must have been made? Or was he just a very influential associate that everyone agreed to call boss? Apologies if this was mentioned in the show and I missed it.
