Best way BHVR could balance Shoulder the Burden

Once per Trial, and while you are not on Death Hook, press the Active Ability button while standing in front of a Hooked Survivor to unhook them and trigger the following effects:
• Trade 1 Hook State with the other Survivor to their benefit.
• Causes you to scream.
• Causes you to suffer from the Broken
Status Effect for 120 seconds.
This ability can only be activated once total for each survive with friends group in the match.

Basically a 4 man swf can only use it once.
3 man swf with 1 solo queue can use it once.
2 groups of 2 can use it twice
And 4 solo queuers have no restrictions.

We all know solo queuers don’t need any more nerfs, they have it hard enough as is. The perk is really only broken in the 4 man SWF context. I think this would be a great solution compared to the current changes, but I don’t think BHVR has the balls to add perk clauses based on whether or not there are SWFs present. I think the game would benefit greatly in the long term if they started balancing certain perks this way.
