Normal ba na kailangan munang magbayad bago makalipat ng school?

I’m currently in senior high. Magta-transfer ako to a new school in a few days, and a classmate of mine actually planned to do the same. Earlier, she had a conversation with our principal to talk about smth tapos she also mentioned transferring out, and apparently, sinabi sa kanya na kailangan muna niyang magbayad bago ma-process yung transfer niya.

I’m a bit confused kasi I’m also transferring soon, so ngayon napapaisip ako kung may possibility na kailangan ko rin munang magbayad bago ako makapag-transfer.

Pwede ba talaga ‘yon? If required siya, ano exactly yung kailangan bayaran, and is this something schools are normally allowed to require before releasing the documents needed for a transfer?

If hindi siya allowed, ano yung dapat kong gawin or kanino ako dapat lumapit?
