Are meta verified instagram accounts immune to all reports?

There's a looksmaxxer going around my university campus flirting with girls to get their numbers and “rizz content” out of them. He posts these videos on Instagram because he has a friend filming the interaction from afar. He's not a student because he looks almost 30, which is way too old, and is 6'5+.

I tried reporting these videos for harassment but Instagram denies my reports. Is it because his account is meta verified?
