ESPN processing waivers inconsistently?

I'm in an ESPN standard half-PPR league and confirmed that as of today, the league setting is Standard Waivers with a one-day waiting period. I've seen this work already; one manager dropped Quentin Johnston earlier today, and he's listed as on waivers until Friday.

However, Devaughan Vele was dropped this afternoon (standard drop/add transaction) and picked up by a different manager one minute later (also listed as a drop/add transaction). This was after the usual Wednesday AM waiver wire processing. A different manager dropped Kalif Raymond this morning, and he's also already available for me to add as a free agent less than 6 hours later.

Is there something going on with ESPN waivers? I'm so confused by the inconsistency here.
