Dorm help/family strife

So, a girl I know wants to move out but she’s in her first year at college which means she has to live on campus. Except that’s thousands for one semester and she doesn’t have that money. Her parents are not good for her. Very toxic, she’s marinating in it. But she has to either live with parents or on campus. Are there any loopholes? If not, her boyfriend intends to secretly marry her so that she can move out and still attend college, but things are rocky with his parents too, and he’ll have to hide this bridge burning secret from them while still living at home. I want to help them but I don’t know how. He’s my brother. If my mom ever finds out that I knew about this our relationship could go up in flames. I love them both so much but my mom has not been fair to him currently. It’s a terrible type of complex.
