Is NG+ better?

Hi! I finished the game at launch but was sorely dissapointed, however with all of the fixes and the new expansion being announced I'm getting my hopes back up for this (potential) masterpiece. I really wanna jump back in but when I last played NG+ was quite the downgrade, with the world not getting any harder or with any meaningful rewards being added to it. Is this still the same? Atleast having the monsters be harder would be a welcome addition.
