Windows not working right.

My gaming pc is acting up and has been for months.

A few months ago my pc started crashing in games, I updated everything and fixed it but then Windows start3d acting weird. Sometimes when I go to shut down, I cant click the button and it won't respond to cmd shutdown commands either. Sometimes when I click shut down or restart it just stays on the black screen woth the spinning logo. Sometimes explorer or drive Manager won't respond after opening. My browser freezes until I grab it from the top and reposition it.

I've tried multiple things to fix this.

1. Ran the second and dism commands, it always finds something but won't fix the issue.

2. soft reinstalled windows, issue came back

3. Fully reinstalled windows from scratch, fixed for a month or so then it came back.

I have a rtx 5089, 12700k, 32gb gskill ram, new ish psu, msi z690 carbon wifi mb, 1 2tb nvme ssd.

Not sure if it's a program that could be causing this or if one of my hardware components is failing.

Any insight would be appreciated.
